This page is dedicated to rural leaders and anyone who does not wish to put their lives on the line in terms of depending on cabled land based phone systems for critical communications. Barring huge Federal grants for rural communications arranged for by newly elected politicos, I don't see much construction activity in the rural sector going forward. Small independents who have access to USDA grant funding might be an exception. Competition is everywhere.

I see investor owned incumbent rural phone carriers cutting every corner they can with reliability of their systems suffering as a result. Fortunately, there have been great strides on the technology front that allow many of the design limitations and resulting hazards to be compensated for.

Satellite Disaster Recovery -
Technology now allows virtually any type of public communications failure or disaster to be quickly (10-15 minutes) replaced with satellite based systems. Installation of these systems is reported to be as simple as installing a DBS TV dish if not simpler. These systems provide fairly high capacity data connectivity which can be used for Internet access or VOIP phone service. To take advantage of these modern day technology solutions, rural communication systems need to be standardized around current system designs. Many, of course, are not and are stuck in early part of the last century.
